So, how do TOC's expect children to buy a ticket, when they are too
young to get a bank or credit card ?

In the case of London, they will be rare. You can get a bank card at
11, and under 12s travel free on London public transport.

All under 12s or just those resident in London? (Or even some further
restriction - e.g. only those at state schools in London?)

Under 5s. Children 5-10 travel free on buses and trams but on trains
pay child rates if not accompanied by an adult or in possession of a
5-10 "Zip Oyster Photocard" costing 10 UKP :-

The entitlement is by age only; residence can affect the mode of
issue. Applications from outwith Greater London have to be made online
(the card will be sent by post if the child's and parent passport
numbers are supplied); if the application is made from outwith the UK
or the proof of age has not already been supplied then the card has to
be collected from a Travel Information Centre upon production of proof
of identity.

Ah, my mistake: the free travel on tubes is only when accompanied by
an adult. For unaccompanied travel, although it's free for under-16s
on buses and trams, you have to pay (capped at £1.30 a day for off-
peak) for the tube, with a child oyster which is available to all.
You have to be living in a London borough to get that extended to 18.

.... but otherwise still get half fare travel on TfL services.
Free travel continues past 18 for those in full time education.
