Default Kenton / Northwick Park

TfL's single fare finder says there are no fares between these two stations. I know it is set up as an OSI, but if someone were to travel from Kenton to Northwick Park, changing at Baker St, would they be charged a Z1-4 fare or two maximum cash fares?

I don't know what fare would be charged, but isn't it about time an interchange was built where these two lines cross just south of the stations mentioned! Could it be done even without road access?
