Buses with zero baggage capacity?

It was only as I left the bus this afternoon that I noticed its capacity
was shown as (or on the lines of - I did not make a note of the
numbers):

Seated 29 Standing 31 Wheelchair 0 Baggage 0.00 kg
Seated 29 Standing 28 Wheelchair 1 Baggage 0.00 kg

The one thing I do know for sure was that baggage was zero. I have not
seen such a sign deal with baggage before. It left me wondering what if
anything it signifies. Eg could the driver refuse to carry a passenger
with baggage on the grounds that his vehicle wasn't licensed/rated to
carry it?

At a guess, it means that the bus doesn't have a separate luggage
compartment, for example, under the floor (as most coaches do).
