Default Is TfL schizophrenic?

One year they're telling us the bright yellow grab poles everywhere are for
the partially sighted, disability laws blah blah, the next they refurb the
northern line trains in dark blue. Never mind joined up thinking, is there
any thinking going on at all down there?

Having said that the refurb does look nice but I am wondering just how
necessary it was to spend millions on it when there was little wrong with
the old interior that a lick of paint couldn't have fixed.
