Gatwick plans to go ahead with second runway
 

Gatwick plans to rebuild its existing backup runway just far enough away
from the main runway to permit simultaneous use of both runways. The
shorter second runway would only be used for short haul take-offs.
Additional taxiways and stands will be needed, but no new terminal. The
airport still seeks to add another, full-length third runway and additional
terminal to the south.

Mainly environmental stuff like noise, pollution and extra traffic.

But maybe the bigger and not-necessarily-better (although that would be
hard for even Network Rail to achieve) Gatwick railway station will be
open by then.

Although all I can at the moment is a commitment by the airport to
"enabling works", not the actual station.

before the expected completion of a third runway at Heathrow"

I predict that the LHR 3rd runway will be nowhere near completion and still
stuck in the "shall we, shan't we" box, at that time

Yes, there are far fewer obstacles ahead of the modest Gatwick project
than the humongous Heathrow third runway project.

It doesn't extend beyond the current perimeter, so no new land is
needed and nobody's house is threatened. It doesn't need any new
transport links, and not even any new buildings. The number of flights
will rise, but there won't be anyone new being exposed to aircraft
noise. It's quite cheap, so finance shouldn't a problem, and no
government funding will be needed.
