Just been announced that the government is to give Ken authority over
all railways "within the GLA area".

It's not as clear cut as that. On page 89 of the White Paper, it says:

"Because of the complexity of London's transport system and the
long-term nature of agreements with train companies we propose to
proceed by a staged approach. In the short term:

- the Government will work with the Mayor on rationalising fares
(including Travelcard) and ticketing technology within the GLA boundary;

- the Government will actively explore options for giving an increased
role for the Mayor on discrete services within the GLA boundary;

- the Government will consult fully with a wide range of London and
South East stakeholders; and

- the Government will take enabling powers when Parliamentary time
allows that will allow it to introduce greater changes at a later date
if satisfied that they will bring the expected benefits."

One obstacle to giving the Mayor complete control over London commuter
services is that many of them run to/from places outside Greater London,
for good operational and demand-related reasons. Hence consultation will
take place with neighbouring local authorities first.

So, that means a full Oystercard service (inc. pre-pay) to be introduced
on the railways?

Well, certainly within the Greater London boundary.

Possibly to be increased to slightly outside Greater London at a later date
according to where the 'inner' suburban services terminate.

Sorry if this sounds flippant, but what are 'discrete services' ? Trains
that no one knows about ? Or do they just run very quietly ?

increased role", for defined individual services, e.g. Waterloo -
Richmond - Hounslow - Waterloo, but perhaps not Waterloo - Richmond -
Reading.

You miss out the rest of the sentence which clarifies:
'......an increased role to the Mayor on discrete services that lie
entirely, or almost entirely, within the GLA boundary.'

Broadly equating to what were known as 'Inner Suburban' services?

what i'm wonderinf is if TFL staff passes will be valid on all trains

I think the prime candidates are Silverlink Metro's services. Watford
services could be considered "almost entirely" within the GLA area, and
the North and West London Lines and the GOBLIN are all obvious
candidates - TfL want to do more with orbital services.

Any services terminating at Dartford are also easy candidates, as are
those on the South London Line and to Orpington, Sevenoaks, Hayes,
Caterham, Epsom Downs, Tattenham Corner, Shepperton, Hampton Court,
Chessington, Greenford, Chingford and Enfield Town.

Actually it's quite a big list already before much consultation with the
neighbouring local authorities.

Not to mention the Shenfield, Hertford and Welwyn Garden City lines. I think
most of the inner suburban lines stop only a couple of stations beyond the
GLA border - Thameslink to Luton and the C2C lines are the only exceptions
that leaps to mind. Although I think there are a few services where the
suburban routes actually stop in the GLA and don't serve the last few stops
in zone 6 - Coulsdon South is not, I believe, included in any inner suburban
service.
