Yes, double track. It's to allow freights from the WCML and GWML and ECS
from North Pole on to the CTRL.

Then there are single tracks:
NLL-ECML (allows Willesden to Finsbury Park)
NLL-St.P (allows Willesden to St.P)
St.P-ECML (allows St.P to Finsbury Park)

CTRL to St.P is two double tracks (one domestic, one international),
merging just before they merge with the NLL link.

Just to correct you, the link between CTRL and NLL is a single line
although space has been left for double track in the future if demand
requires.
