Student Discount Travelcard
 
My 22-years-old son holds an Italian student "varsity" card.
Actually's living in London and has been denied a "Discount
Travelcard" because is supposed to be "Only available to holders of a
valid Student photocard".
Somebody can confirm if a foreign student card isn't a valid one?

No, it's not valid for getting a discount Travelcard.
He will need to get the correct form from the college he is attending in
London. This should then be sent, with however many photos they request,
to the address on the form for the issue of a Student Photocard.
These are NOT issued at tube-stations BTW

The fact that he's a student in Italy makes me think he's probably not a
student in London; if this is so, he won't be eligible for the London
student card.

Just being in possession of a card from a foreign country is obviously
not going to be enough - he could just be taking a holiday here, or
living and working here, neither of which would make him a student here.

If he really is studying in this country, his college should be able to
get him a discount.

That is correct.

He must be "studying at a university, college or school in the London
area" (amongst other conditions) to qualify for the Student photocard
which entitles him to purchase a Discount Travelcard.

Simply being a foreign student in London isn't enough to qualify -
this is a scheme designed for London students only. See -

In order to apply for the Student discount entitlement you must be:

- 18 years of age or over
- a full-time student, enrolled on a full-time course, consisting of
15 or more tuition led and/or structured learning hours a week over a

fee grant, course grant or be receiving help from the Access to
Learning Fund as defined in the document 'Guide for 2004/2005 -
Financial support for higher education students', produced by the
Department for Education and Skills.
