Circle or not?
 

H&C and Circle Line drivers aren't qualified to work on the District
Line (except Glouc Rd - Barking via Embankment) and vice-versa.

There was a limited amount of flexability once with Parsons Green
District Line depot crews being route-trained on the whole Circle Line,
but like so much is was another causualty of the great 1990 Company
Plan/Disaster...

Surely it can't take ALL the drivers to run a peak hours only service.

Presumably they are concentrating all the drivers onto the H&C and
District services, which are the more important and then only staffing
the circle when they can.
