Default Thameslink?

I read in an advert that an enquiry is under way and it listed things like,
withdrawing all NR services from Thameslink station in Pentonville Road,
still leaving access to the Underground.
Am i misreading something - if not, whats this all about? Can someone direct
me to a site to read this stuff - in plain English!!!?

The existing Kings Cross Thameslink station will be replaced by a new
station in the
(currently empty) box at St Pancras Midland Road, which was installed
earlier this year during the widely advertised 'Thameslink Blockade'. If you
travel north from KXTL you will travel through this box.

Go to the Depart for Transports website and look under Railways for
Thameslink 2000. There is a document on a proposed closures including
dates.
