According to the Brixton Society, "You may wonder what is the odd looking concrete structure in the middle of the "motorway"; it encloses the boilers for heating the housing estate alongside." I have always thought it looks like the foundations for a flyover, if you can imagine it going across Akerman road. The society's website also says the dual carriageway was part of a Brixton bypass which was never completed, so I suppose the sructure could have originally been designed to carry a road across the dual carriageway.
