It looks like a nuclear submarine, with a model of the mountain from Close
Encounters on each end. It has an entrance door at each end, presumably
locked. AFAIK it's not near any underground railways.

What is it?

A ventilation shaft for something or other - the plan for its removal
is mentioned in "The Lambeth Plan 2002-2017":

According to the Brixton Society, "You may wonder what is the odd looking concrete structure in the
middle of the "motorway"; it encloses the boilers for heating the housing estate alongside."

I have always thought it looks like the foundations for a flyover, if you can imagine it going across
Akerman road. The society's website also says the dual carriageway was part of a Brixton bypass
which was never completed, so I suppose the sructure could have originally been designed to
carry a road across the dual carriageway. From where to where, I don't know (Stockwell to
Camberwell?)

For many years to locals it was known as the submarine.
