M25 variable speed limits

I am sorry if this posting is untopical; most traffic here concerns
public transport. I don't have the charter.

There are variable speed limits on parts of the western side of the M25:
I think between the M40 and M3 junctions.

I regularly travel between the City of London and Brighton. I find the
quickest route is usually to use the A2, M25 and M23 rather than use the
A23 via Brixton and Croydon to get to the M23.

However, there are often seizures on the parts of the M25 I use.
Can somebody point to plans to extend variable speed limits on the M25?

This was prompted by a couple of events. About noon on Saturday, a
northbound M23 vehicle fire caused rubber-necking southbound delays
which seized the M25 junction. Yesterday, BBC1 TV reported an
experimental hard shoulder use of the M42 (Birmingham Orbital Motorway)
when congested was detected. I was very impressed with the effectiveness
of variable speed limits on the M42 during a morning peak.
