I have been assured by someone who lives in Brompton that the traffic lights
all over what will soon be the Western Extension of the congestion charging
area seem to have been recently modified to create lots of traffic jams that
weren't there before. This is the same thing that was widely alleged to have
been done in the central area prior to introducing congestion charging
there.

Isn't there some kind of national audit office that makes sure politicians
don't deliberately massage figures to pretend that their schemes are useful?

The ONS removes everything going up from the inflation basket to keep
inflation low. The BOE don't like their figures either. So no probably
not.
Recent ONS figures got an error in them too.

Dunno what or where "Brompton" is, but if it's around Brompton Cross SW3
then those lights are managed by the borough (RBK&C) which opposes the
extension and has no incentive to exaggerate the success of the scheme.

Perhaps they don't, but aren't they just going to over-ruled by Livingstone
anyway; so a change in the phasing now will bring those "disbelievers" round
after he's bullied them into submission?

Brompton is an area in SW London fairly near to Chelsea. There is also
a folding bike called a Brompton. With the new CC extension you may see
a few more Bromptons in Brompton.

And, I would suggest, often now people have something to blame traffic
light congestion on, they may be more noticing of it than they would
have been in the past. Or simply be plain stupid, as per the piece I
read in the Evening Standard about the traffic lights at Trafalgar
Squa "Seven roads come into Trafalgar Square. You only get 30
seconds of your light being green, then you have to wait a FULL THREE
MINUTES for the light to go green again!" (do the math, as our American
cousins say).

Well I have heard of one particular employment agency who are based
there called "the Brompton Barrow Boys" (their reputation as "wide
boys" is second to none in the agency business).

Have you read Vanity Fair? IIRC Amelia Sedley's parents have a cottage
"in the country" at Brompton, to which she retires after George Osborne
dies.

The person in question lives in Brompton Square, and although I'm not sure
exactly which traffic lights they had in mind, Brompton Square is just off
the A4, whose traffic lights are controlled by TfL.

These days Brompton is more usually called "South Kensington", but
Brompton is a far older name, dating back to at least the 13th century.
