Default Crossrail


I've just noticed that Crossrail Project Bulletin 7 describes "works for the
lowering of Eastbourne Terrace and Chilworth Street". Why would they
(deliberately) lower the road over a new underground railway?

Its being lowered to match the height of the Paddington Departures road,
thus offering easier passenger access between Paddington X-rail and
Paddington mainline:

Isn't it something to do with getting the road and pavement levels the same
outside Paddington Mainline & Crossrail stations?
