You have to consider the kind of driving they do, I suppose. Someone
doing all their mileage on urban roads is going to pass a lot more
cameras than someone doing the same mileage on motorways. Same for
accident statistics, in fact I wonder how the per mile accident rate for
trucks looks if you correct for the proportion of miles driven on
inherently very low risk roads.

It isn't that simple. According to your rules, I should have points.

Someone doing 50k on the same routes will know where the cameras are.
They could also be a better driver and be more observant.

Except that in this instance "units of frequency" are miles per hour.
