Does anyone know if the north side of the new large building at Bressenden
Place/Victoria Street is cuved because they were avoiding building over the
District Line?

I don't think so. The District line is close, but it passes under the
south side of that building. It crosses Bressenden Place just about
exactly on its junction with Victoria Street (where the pointy bit of
the new building is - the lower LH corner) but it continues on a much
shallower angle than the north-front curve. I'd estimate that on the
other side of the new building, it is about half way up the RH side -
probably under the gently arcing dark line on the photo (is that in fact
a road built over the top of the "cut and cover"? I can't be sure).

Ah yes, the curve of the District Line is very clear further east, and can
easily be followed to 55 Broadway.
