Ah-ha. So much for cost-cutting and relentless value engineering. Up
from £13bn to £16bn already. Since that ws my final estimate, I think
'll now hve to rise upwards. £20bn at least, then.


Don't see your point here - it was £16bn (15.9) when the DfT announcements
were made last year, not £13bn:


As I recall, our resident civil engineering expert told us it had been
value engineered down to £13bn and would fall further ...
