Only if said novice can't read English. And as other people have noted,
if you are driving in a foreign country, your ignorance of the language
is no excuse for not obeying roadsigns. For example, you are obliged to
obey the variable speed limits on the autobahn despite the conditions
under which they vary being posted only in German.

Perhaps, instead of just rubbishing everything, you could come up with
some sensible suggestions for how to improve the signage.

The congestion charge isn't going to go away, so saying "take them down"
is not a valid answer.
