Hertfordshire seeks earlier timetable for Croxley link Hertfordshire County Council has put forward a proposal to see the Croxley Link rail line in the county open in 2014, rather than the present target of 2017. The £145.3 million scheme is ‘top priority’ in the county’s Local Transport Plan, and has Regional Funding Allocation Priority 1a status from the East of England Regional Assembly. The scheme included within the Regional Funding Allocation ten-year programme, as submitted as advice to Government by the East of England region in February 2009, although construction was set for 2016/17, near the end of the RFA timeframe. HCC is now discussing with the Department for Transport the feasibility of bringing the programme forward “given the potential for other projects within the RFA programme to slip”. The timescale detailed in the RFA application (RAIL 597) indicated a 2014 completion, but in the final assessment of all the East of England region’s RFA project’s, this was set at 2016/17. HCC says it expects the DfT’s consideration of the business case could take six months, but work is already under way preparing the Transport and Works Act Order application. ………………………………...... Link funding The total funding will be made up of the following: £119.5m Dft Grant via the EERA Regional Funding Allocation. In its “advice to Government” in February 2009, EERA confirmed its commitment to make this level of funding available to the project from the overall regional funding ‘pot’. £18.05m contribution from London Underground. The balance of capital contributions comes from HCC, Section 106 levies and others. ………………………………...... What is the Croxley Link? The Croxley Rail Link scheme involves the diversion of London Underground’s Metropolitan Line from its current West Watford terminus to Watford Junction main line station, via a new viaduct and the currently disused Network Rail branch line, which ran from Croxley to Watford Junction.
