One nitpicking (and probably idiot-boy) question. *What does the report
mean by "160 million passengers have used LO since its opening." I
refuse to believe that 160 million distinct individuals have used it:
London does not get *that* many visitors. *Is it 160 million journeys?
Counting a daily commute (out and back) as 2?

Yes. Less confusingly in California the terms "boardings" is used.
