Default District line service pattern

Hi all,

Various websites (ie CULG and those which copy it!) tell us that the
off-peak service pattern on the District Line is like this:

Richmond - Upminster: 6 tph
Wimbledon - Upminster: 6 tph (only to Barking on Saturday)
Ealing Broadway - Tower Hill: 6 tph
Wimbledon - Edgware Road: 6 tph
Kensington Olympia - High Street Kensington: 4 tph

What's the pattern in the peaks?

Also, why do the Ealing trains terminate at Tower Hill, rather than
carrying on to Upminster? Is it lack of demand east of Tower Hill,
capacity constraints, or something else?

In the peaks each service increases to 7-8 tph except for the Olympia
shuttle. For some reason in the peaks it is the Wimbledon trains that
terminate short at Tower Hill/Barking/Dagenham East while all the Ealing
Broadway trains go to Upminster.

Terminating some trains at Tower Hill reduces the number of conflicting
movements over the two flat junctions in the Aldgate area and a train every
5 minutes (+ some H&C trains to Barking) seems sufficient off-peak.
