Traditionally such work would have been authorised by a Private Act of
Parliament. This procedure has been superseded by the Transport and Works
Act, but is still a slow process, more appropriate for more major work, such
as the Thameslink Project. Local authority planning permission should be
much quicker. One piece of railway which was authorised by local authority
planning permission was the Penmanshiel diversion following the tunnel
collapse.

But it is planned for the almost disused line that heads straight from Old
Oak to Northolt Junction, and under which the dive-under dives.

So where does HS2 deviate if it really doesn't go to Northolt Junction?

Certainly the current HS2 mapping doesn't take account of Chiltern's
existing three lines at West Ruislip and the proposed three lines at
South Ruislip. However it makes it clear that the exact route through
Northolt / Ruislip needs further development and that HS2 will take
into account Chiltern's Evergreen 3 aspirations.

It's so very nice of a non-existent, pie-in-the-sky, unaffordable HS2
to "take into account" the very real Evergreen 3 scheme.

It is HS2 which has the "aspirations", not Chiltern Railways.
