Default Huge ramp at Mitcham Junction. What is it for?

Mitcham Junction is a train and tram stop. A huge ramp has been built
there leading from the railway bridge down to the southbound platform.
It is not at the moment open to the public but I cannot imagine anyone
ever using it when it is opened. There is a recently resurfaced road
and pavement that lead straight to the same platform.
