I think you were told wrong. Obviously you cannot have cables crossing a
flight path!

It sounds to me like a confusion with the fact that the cables pass over
the last few square metres of a proposed enlargement to the London City
Passenger Safety Zone - that's an area on the ground where passengers
are banned in case a plane swerves off the runway. The airport has said
that there is no problem with having cables several hundred feet above
this zone, if it should be enlarged in the future.
