Default Tube too fast?

http://www.bbc.co.uk/news/science-environment-34334794

Seems if the tube is too fast (obviously this doesn't apply to the piccadilly
line) people commute by car to use it causing road congestion so it should be
slowed down. Right. Got it. Because then all those car drivers will just stay
at home instead.

Apparently the needs of the people who have to commute on the tube regardless
of service levels are irrelevant in this study.
