That doesn't sound like a very sensible building. Are people expected to
climb up the outside to get to anywhere above the ground floor? Will
there be water and electricity? Is it OK for it to blow over in a strong
wind?

Default Colindale tall building

Seems it was a Holiday Inn Express!

If memory serves, Travelodge were the first to use such a construction
method for their Uxbridge hotel back in 2007/2008.
