Default Poplar DLR bridge

My desk looks over Poplar DLR Station (and what may, someday be the North Quay development) - and there is some structure being built at the Canary Wharf facing end of the bridge that runs across the DLR tracks and Aspen Way - they're clearly building a new staircase a few metres inside the North Quay fences, with a new ramp/steps to another path going back out towards the Aspen Way pavement.

Anyone know why this is happening? It would be very convenient if they put in a path from Poplar through to the Canary Wharf Crossrail, as that would make things slightly easier for me to get into work - but it seems pretty unlikely they'd put anything through the North Quay site.

Have had a google, but nothing has turned up.
