Speed limits in the UK are set for *motor vehicles*, and motor
vehicles only. They do not apply to bicycles, horses, joggers, etc.,
for the simple reason that most of these don't have speedometers
fitted, and even where they do, there is no legal compulsion for them
to be even close to accurate. So any prosecution would be rendered
utterly unsound as the defendant would very likely have no idea that
he was breaking the law.
