Fireman Sam drives around Pontypandy without displaying a tax disc.
However, you're right, many vehicles get a tax disc which they need to
display but have zero duty paid - another class of vehicle with nil tax is
some classic cars.

And Liz from that big house at the end of The Mall drives around with no
number plates, as an obvious attempt to avoid the congestion charge.

but "that car "is a dream --it drives the wardens mad...as the driver can not
be touced by the law when in odd time its parked [ with -out its owner] the
warden walks up.... looks at the frount....looks at the back..... knocks at the
dirives window gets a blank stear....and said warden gets onto the police who
tell the Warden to go away..its worth paying our tax just to see the wardens
face..
