I don't think so, but it is one of the few places where Circle Line
trains can wait without getting in the way of other trains, so short
delays are deliberately scheduled there to allow late trains to get
back on schedule. I'm not sure about the 10 minute delays though -
since the line runs every 8 minutes, this sounds implausible!


I'm not sure about the current timetable but previous timetables included
some quite long scheduled waits on the Circle when the number of trains on
the line is changed, e.g. at the beginning/end of the peaks.

Some time since I experienced this, but I used to be a regular, and I
know what you mean.

It is to ensure that those who are comfortably on time for their train
at Liverpool Street miss it.
