Default No congestion charge on Christmas Day or New Years Day

A poster at London Bridge Tube announced that there's no congesgion
charge on either Christmas Day or New Years Day.

Gee thanks for the Christmas present, Ken - both those days are a
Saturday!

What about the 27th, 28th and 3rd? (All the bank holidays in lieu).
Nope, no mention of that on the poster.

The charge doesn't apply on weekends or public holidays anyway, so it's
really only the three days from Dec 29th - 31st that are being given away
as freebies.
