Default Reasons for delays

On the tube, why are there only a finite number of reasons for delays with
very little explanation (and often different reasons at different stations)?
Does anyone have a complete list? So far I've got:
* Passenger action
* Person under a train
* Signal Failure
* Failure of safety equipment
* Late finish of engineering works
* Earlier delays
* Staff shortage

This usually means someone fell onto the live rails and had to be
scraped off before they could start the trains again.


No, that would be a person under a train. Person taken ill is usually
some drunk in a comatose state.

* Adverse weather conditions
* Flooding on the line
* Security alert
* Fire brigade safety checks
* Defective train
* An "incident"
* Activation of passenger alarm
* Person taken ill

Two I heard last week:

Passenger taken ill on platform
Fire brigade attendance

[Both the same "incident" - I wonder if the person spontaneously
combusted??]
