I imagine this is because someone could ask for refunds/credits after
each journey they make, and there is no way to trace the holder.


Except the address the refund voucher is posted to?

I assumed that prepay refunds would be credited back on the card, hence
the untraceable nature of it...

In the past it has been discussed on here that when people were being
overcharged 20p for certain journeys the refunds were made by cheque
