Perhaps they harbour a fear that a renegade operator might smuggle in a
potentially useful via point masquerading as a qualifying point.

I was in the Harrow area the other day; I saw a few buses on the
H18/H19 routes, and they now simply show "Harrow" on the destination
blind. Not "Harrow Bus Station". No Tube/NR logos. Certainly no
intermediate points. All useful information has been stripped away, so
now the only thing the buses indicate is that their destination is
somewhere in the Borough of Harrow. (It doesn't even serve to
distinguish them from buses heading in the other direction, as the
routes are circular.)

What could be the reason for this? Is it really anything to do with
the DDA? (The "Harrow"s didn't take up all the space on the blind;
they were surrounded by a fair bit of black space on all sides.) Is it
part of a general TfL policy? Or just bad design by whoever was
responsible for those particular blinds?

TWM isn't too bad in this respect. Most buses show an intermediate and
one "via", usually on separate blinds. This system was inherited by
the old WMPTE from Midland Red in the early seventies and is pretty
good.
