Default ews shunter on low loader

I saw a EWS shunter on a low loader outside the Drum E10, It had come
from the direction of lea bridge, surely it didn't need to move by road.

With a maximum speed of about 15 mph, they could possibly send one down the
WCML ahead of a Pendolino perhaps?

Most shunter movements are done by road now (plus quite a number of
movements of main line locomotives that are unserviceable). Major
maintenance is only carried out at the bigger depots, such as Toton in
Nottinghamshire. The shunters at Temple Mills have been there for some time
and may well require examinations that cannot be carried out there these
days. It would take some while to get a 15mph maximum speed locomotive to
Notts for attention (if it were serviceable), plus there is the requirement
for all locomotives on the main line to be fitted with Train Protection and
Warning System (TPWS) and On-Train Monitoring and Recording equipment
(OTMR) - which most shunting locomotives are not fitted with (as the
combined cost of the equipment is about £25k). Even if the coupling rods are
removed and the shunter is towed to its destination the maximum speed is too
low for it not to interfere with regular traffic.

How about putting it on a flatbed car, and then sending that by rail?
