/not/ the restriction that is actually enforced, since the system /will/
permit an entry followed immediately by an exit.

station cannot shortly thereafter be used to enter that same station,
then it prevents simple passbacks but not zig-zags, since with a
zig-zag, the most recent usage was an exit, not an entry.

Right. You either have to record the most recent entry and the most recent
exit, rather than just the most recent usage of any kind, or the most
recent usage, but have an extra bit to indicate 'U-turn', ie that the exit
was at the same station as the entry. You then look out for people
entering at your station whose last usage was a U-turn there.
