Default half-fare 16+ Oyster Card

Can a 16-year-old California resident obtain a half-fare 16+ Oyster
Card? It seems like this is possible but I keep reading mixed
messages. Even if it is possible, it seems like the 16-year-old (my
daughter) would have to travel to London just to submit the
application at a London post office. Is this true or is there an
alternative? We are in London for six days in late summer. Thanks,
mates!

The card has to be collected on arrival in London from a Travel
Information Centre.

That's exactly what I needed -- thanks a bunch! I got the card
ordered and will be able to pick it up at Heathrow on the day we
arrive. Should I also purchase Oyster Cards for my wife and me on-
line too or is it better to just wait to buy them at the same Travel
Information Centre at Heathrow123?
