Why doesn't London goverment allow to build high building?

I was told the price of a 100 square meters apartment is about
1million piunds.
Why don't london build some high buildings?
One high building with 100 floors (just like dubai) is able to be sold
at the price of GBP1000,000x25x100=2,500,000,000!
