I keep seeing TfL posters telling people that if they lose their driving
licences, they'll be just a kid again. For an organisation which is trying
to encourage people to use public transport instead of driving, that strikes
me as a counter-productive message.

For the target audience, removal of the license is the equivalent of
shrinking their penis. We can just point and laugh at anybody so
foolish.

That's a fair point - I do remember doing a bit of a double take when
I first saw these posters.
