there are exemptions to usual vehicle rules for things like steam rollers,
road repair vehicles and the like so I expect it would come in that lot.

Showmen's Engine used to be a catch-all.

there are exemptions to usual vehicle rules for things like steam rollers,

But surely they should have some safety gear on like a hard hat and
hi-vis, at least?

Do you wear a hard *hat in your car?


No, I have crush zones (and lights).


Lights wouldn't really help in this case, it's daylight. A hard hat
may help if they fell off the platform

Like the distance they are allowed to travel on the public highway

The conditions imposed by the various RTAs will apply, but not all aspects
are relevent to all vehicles.
