Can these vehicles (looks like some kind of cherry picker) be legally
driven on the public highway?

there are exemptions to usual vehicle rules for things like steam rollers,
road repair vehicles and the like so I expect it would come in that lot.

But surely they should have some safety gear on like a hard hat and
hi-vis, at least?

I'm more surprised that Google's facial recognition software has failed
to blur all 3 faces in that shot (the 2 on the blue device + the cab
driver). The blue device and its operators may have been dropped there
from a passing UFO (or off the back of a lorry). But for Google to go
wrong............

Most road repairing vehicles still have to be registered and carry an index
mark, although usually they are exempt from vehicle excise duty or it's
charged at zero.

yes but they are limited in the distance they are permitted to travel.
You will often see farm vehicles and factory forklifts/cranes etc. on
the public highway. They are permitted subject to certain conditions.

Why?
Do you wear a hard hat in your car?
