I doesn't seem to charge you. I entered the Victoria line at
Walthamstow Central this morning at about 6:15am. There was no train
in either platform, and the platforms were full of people. Guessing
that there was a problem on the Victoria line, I decided to go
upstairs and take the 06:19 to Liverpool Street. I was able to get
through the barriers with no problem. (I have an annual travelcard for
Zones 1 - 6 loaded on to oyster)

The fact that you have an annual Z1-6 travelcard is clearly the reason
you weren't charged. But what if you are on pay as you go?

I think we've established before that in that case you get charged.
