At least on the Central Line, when the train's in the tunnel, you need to shout to be heard by, and strain to hear, a person sitting next to you. I can't imagine it would be possible to carry on a telephone conversation under those conditions, unless you are happy with the entirety of the dialogue being, "What? What did you say?
