The junction is on the platform ends at Green park so I very much doubt
they would need to deposit passengers at Charing X. Empties run there
pretty regularly.

When they drilled the new tunnels from Green Park to Westminster and
beyond, did they modify the track layout at Green Park so that trains
coming from Westminster can go to Charing Cross too?

There must be stairs. Unless they get their staff to absail down to
the platforms! Anyway , the issue is easily solved. Go to charing X
and look through the small window in the door in the wall thats now
blocking off the old escalator shaft.

Not quite. It's about 50m from the platform ends.

No facility to get out at Charring Cross.... Escalators have been robbed
for other stations.

Which other stations? I've seen no indications of 5 MY-A escalators
being installed recently.
