Were those inset bits, now tiled white, above the Circle Line platform once
open to the air, or were they just for style?

Yes, they were originally the smoke outlets for the steam locomotives.

Open to allow steam to escape.


Wonder why they closed them? Natural light might have been nice - or is
the station too deep for that?

I think they're built over long ago. Euston Square, originally Gower
Street, also had them, but not so easy to see now. The ones at Baker Street
were restored to something like original condition probably over twenty
years ago now, and lighting, at various times either high pressure sodium
(SON) or metal halide was installed to simulate daylight coming down the
shafts.
