As is the state pension but that is probably not very relevant to
commuters!

The term for it is "lunar monthly". Plenty of businesses do it, but it
is a nuisance as most large expenses (mortgage payment etc) work on a
calendar monthly schedule.

2016 is of course a leap year, I recall my (late) mother who was paid
on a monthly basis also being paid for an extra day in February each
leap year in one company she worked for.

Was she paid less in February than in other months?

Nope the same each month i.e. yearly salary divided by 12 but as in a
leap year there are 366 days rather than 365 she got an extra days pay
then

Yep. If you're paid daily or weekly the extra day in a leap year makes
no difference but if monthly you work one day free in a leap year

However if you work Monday - Friday, you can argue that there are only
261 weekdays this year, the same number as last year (although in 2020
there will be 262).

Rather confirming that extra pay in leap years is a bit daft.

That might of course depend on if you are salaried or waged. If
salaried, you simply get your annual salary divided by the number of
pay periods - it isn't "per day" or "per hour" or anything like that.
