The London end of the M11 has a 50 mph speed limit.
That has TfL's finger prints all over it. There was no such
speed limit until TfL appeared on the scene. I don't recall
the M4 having a speed limit in the London area before either.
Is it quite certain that TfL have no control of motorways in
the Greater London area?
