I haven't read the article, but that depends on the period over which the return is paid. £3.8 billion cost now for £7.6 billion return over 100 years wouldn't be very attractive. doesnt the treasury cost transport improvements over 10 year periods only, which is why we get so few. if they dont break even within ten years they dont build them. i believe most european countries operate on a 30 year principle, but then governments in this country hate paying for improvements other governments benefit from. cheers james |
