Indeed. The GLC wanted to include BR in the fares fair policy, but the
then Conservative government and it's Secretary of State for Transport,
Norman Fowler, blocked the move.

True, it's a partisan account of the affair, but then again I'm
sympathetic to the authors viewpoint on this matter. The factual basis
for the article is accurate.

TfL does not have a grudge against Bromley. TfL doesn't yet have any
direct responsibility over rail services (though they will have some
kind of responsibility soon), but they are very keen on ensuring that
the railways south of the river benefit the residents of all the
Boroughs more than they do at present. TfL would ideally like frequent
Metro-style services running all over south London.
